If Log::Dispatch is not available the test will be skipped. But if it is
available and Test::More is >= 0.74 or so, then t/06_test_log_dispatch.t
fails nowadays.
I have not tried to fix this. I recall that the change in Test::More was
considered a bugfix. Let me know if you need further facts.
