Subject: create_install() file
Like create_readme() except it just contains install information. It should contain, as available... * Basic instructions like the Build mantra. * Prerequisites including modules, perl itself and if a C compiler is needed. * Instructions for common install options like --installbase=~ * The abstract for the module * Contact resources if there's trouble installing.

I have some old code which did this I've been meaning to dust off. Or maybe Merijn, which was complaining about it, will come through. :) -- THIS I COMMAND!
