Subject: Turn pl2bat into MM_Win32->fixin
FIXIN on Win32 depends on the pl2bat program. Calling out to an external program makes me jittery. Instead, put the guts of pl2bat into MM_Win32->fixin. Then turn pl2bat into a thin wrapper around same.
