The META.yml of Test-Compile-0.04 specifies
build_requires:
Test::Compile: 0
Test::More: 0
UNIVERSAL::require: 0
CPAN.pm may be considered peculiar when it refuses to ignore such
dependencies but something seems not right to me when packages depend on
themselves either and maybe the package should be fixed. What do you
think, Marcel?
