In the first pairing table for round 2 we can see that 7 got a bye in the first round and that this is considered a downfloat.

In the second pairing table, for round 3, floats 2 rounds before should be recorded, but for 7 we don't see a small d next to the big D it gets in round 2. It has been downfloated twice in succession. We should see dD, not just D.
