Subject: NORECURS => 1 still producing recursive Makefiles
Setting NORECURS to true doesn't run any Makefile.PL's in subdirectories but still produces a Makefile which tries to recurse into subdirectories and run Makefiles. This bug appears to exist in 5.6.1 and possible farther back.
