The installation of Catalyst::Engine::Wx 0.02 from CPAN
fails due to a missing kwalitee measure:
t/5_test_kwalitee....ok 1/13

Would think the kwalittee tests should not be run by default
(eg perhaps only run if TEST_AUTHOR env is set). Lack of
kwalitee certainly shouldn't be a fatal install error for end
users ;-).
