Subject: License ambiguity
What are the actual copyright/licensing terms of Net-IP? COPYING and README say "the same as Perl itself", but IP.pm and ipcount have boilerplates that is neither from GPL nor Artistic, but rather looks like the (MIT-like) CMU license: http://fedoraproject.org/wiki/Licensing/CMU
