does not work on MSW

Cache::SharedMemoryCache does not work on MSW, because IPC::ShareLite isn't supported on MSW. It would be nice if XML::ParseDTD used Cache::FileCache if loading Cache::SharedMemoryCache failed, then it would work on windows.
