Subject: Skip tests if no Encode
When installing libwww on a fresh Mac OS X 10.4 install the following test will fail: html/form-param.......Can't locate HTML/Tagset.pm It would be nice if HTML::Tagset where either a prereq or the test was skipped if the module was not installed
