The Flickr-Tools distro depends upon Test::MockObject, and will not
build without it. However as far as I can see, this module is only used
during testing, not for the actual operation of the code. This results
in the odd situation where the module may refuse to install because it
cannot be tested.
To assist in installation, it would be lovely if the presence of
Test::MockObject could be detected, and if not present, the relevant
tests skipped.
