Subject: de_AT locale dependency
Most tests needing de_AT locale are skipped when it is not available on the system but 04find_domain_bug does fail. I think that this missing locale is the cause of http://www.nntp.perl.org/group/perl.cpan.testers/365338 I think this test should also be skipped when the locale is not there, and at least README should mention that this locale is needed if we want all tests to pass.
