This problem is somewhat similar to the one reported as bug #21039.
This looks more like a strange permission problem.

This might be the same as #21039, but anyway last three tests of
017Watch.t fail because Win32 prohibits to rename or unlink open files.
So, unless you explicitly close logger, every recreation of logfile
would fail.
Attached patch would make Win32 people happy.
