I don't know why RT does not offer 1.8802.
As for the signature test: is it possible that you at some point in
time ran the test suite and interrupted it with ^C?
Could you retry the test with a fresh download?
The two files t/dot-cpan/.lock and t/dot-cpan/sources/MIRRORED.BY are
not contained in the 1.8802 dustribution, so they must come from
somewhere. When I run the tests through to the end, they are not left
over, so the tests seem to behave correctly.
So I need further observations if this is really a bug and triggered
by something that does not apply to my environment.
