Bug #23392 for XML-Twig: parsefile_inplace does not preserve permissions.

parsefile_inplace does not preserve permissions.

When using parsefile_inplace in XML::Twig 3.26, the file's original permissions are not preserved. I'm running Perl 5.8.6 on SunOS 5.8
