Subject: Change PREREQ_FATAL so it displays all the missing prereqs
PREREQ_FATAL displays one missing prereq and then dies. It should display them all and then die.

It appears to do this now, and it's tested. In fact, it looks like it always did. Dunno what I was smoking.
