Subject: MANIFEST is misformatted.
The MANIFEST in File::LibMagic prepends everything with ./ causing ExtUtils::Manifest to get confused. 0 windhund /usr/local/src/CPAN/File-LibMagic-0.84$ perl Makefile.PL Checking if your kit is complete... Warning: the following files are missing in your kit: ./Changes ./const-c.inc ./const-xs.inc ./example/a.pl ./example/b.pl ./example/c.pl ...etc... Let MakeMaker build the MANIFEST for you (make manifest) and it will Do The Right Thing. Attached is a fixed MANIFEST.
