If I extend my test to copy what apparently happens inside Anytime.pm: my $parser = XML::LibXML->new; isa_ok($parser, 'XML::LibXML'); my $path = 'D:\Src\Radio-Four\data\samples\20060821 \ServiceInformation.xml'; ok(-e $path, 'Datafile exists'); my $doc = $parser->parse_file($path); The error becomes apparent as originating from LibXML->parse_file. Why it's a problem on a tarball fresh from BBC Backstage, I don't know.
