t/pod.t and t/pod-coverage.t both skip if their dependencies aren't met,
but listing Test::Pod and Test::Pod::Coverage as "build_requires" in
META.yml causes CPAN.pm to try to install them as dependencies. They
should be removed from META.yml entirely.
