T::D looks for the files Changes or ChangeLog.
IMHO it should also for those files with a .pod extension.

T::D says that a distribution should have a file named either Changes or
ChangeLog as those are the two conventional names.
Just to confirm are you just suggesting that we should allow a
Changes.pod and ChangeLog.pod too?

Yes. For an example of just such a distribution, look at SVN::Web :-)
