Andy,
According to what CPANPLUS tells me, Template::Stash was 2.86 in TT
2.14 and 2.102 in TT 2.15. But CPANPLUS, like, I suspect, most
modules, thinks that 2.86 > 2.102. Might I suggest that you change
the various TT modules to all have the same version number as
Template.pm?

To fix this bug it is not necessary to change the whole TT distribution.
That's error prone and helps nobody when you then make the same mistake
some day for the whole distribution.
What is needed is that TT 2.14 gets deleted from the CPAN so that nobody
remembers the higher version number of the Template::Stash module from CPAN.
Alternatively it would be a solution to increase the version number to
something higher than 2.86 in a new release. Some simple math like
subtract 2 and devide the remaining mantissa by 1000 and add 2.86 or
such would do.
