Subject: Change permissions on Makefile.PL
I was using cpan2rpm 2.027 on the Socket6 tarball and it fell over when it checked the permissions on Makefile.PL. I changed the permissions so that it was executable and it created the RPM successfully. In most CPAN tarballs Makefile.PL is executable.
