This is because of Module::Install's brokenness. See: http://rt.cpan.org/Public/Bug/Display.html?id=18020 http://search.cpan.org/src/AUTRIJUS/Module-Install-0.59/Changes To resolve it the Module::Install inside the File::HomeDir distro needs to be upgraded.

Module::Install has been fixed, and so now also has File::HomeDir. File::HomeDir 0.56 has been uploaded to CPAN. Sorry for the inconvenience, and the delay. :(
