Zoidberg-0.96 offers both a Makefile.PL and a Build.PL, yet when prefer_installer EUMM is set, CPAN nonetheless executed the Build.PL (Bug reported by Randal Schwartz on P5P)

This seems to be what the author of Zoidberg wants to happen: http://search.cpan.org/src/PARDUS/Zoidberg-0.96/Makefile.PL (generated by Module::Build::Compat)

It turns out that it is not a bug in CPAN.pm but in Module::Build 0.2611 and trying 0.27_07 shows that the bug is fixed in the meantime.
