Subject: Invalid encoding in the __DATA__ section
The "encoding" part of the xml opening tag alleged that the encoding was iso_8859_1. The encoding was not actually iso_8859_1. In fact, it wasn't valid in any encoding. The attached fixed file is in UTF-8 with fixed header.

Version 1.37, removed some invalid characters in sub country names, probably occured from errors in OCR scan of original source documents. Checked output with W3C HTML validator, passed as transitional XHTML1.0 with encoding of iso 8859-1. Kim Ryan
