Subject: CPAN.pm does not force passive mode FTP (I think)
I've come to the conclusion that it is not possible to bootstrap CPAN.pm on the current 5.8.7 ActivePerl without either. 1. A known FTP proxy 2. A public IP The Microsoft firewall makes it bloody impossible, and it still doesn't work inside a NAT when turned off. On Win32 you absolutely need to force FTP_PASSIVE on at all times. Adam K

I think this is fixed in rev 469 and in the 1.83_59 release: new config variable ftp_passive which causes $ENV{FTP_PASSIVE} to be set
