Subject: Try http://ftp.perl.org/pub/CPAN/MIRRORED.BY if ftp:// fails
There's some situations (for example overzealous firewalls) in which you won't have FTP, only HTTP. So when look for the intial mirror list, instead of just fetching it by FTP, consider using the HTTP path as a secondary one.
