On Windows, when CPAN.pm has to fall back to using ftp.exe, it's possible for the failure to download to create an empty MIRRORED.BY file, which triggers a refetch, and repeats in an infinite loop.

I think rev. 465 has enough protection to help the user to turn off the use of an external ftp command. Will make a new release after I have gone through the other 4 new bugs as of today
