Subject: Changelog always a release behind
Whenever a new version of a module is released, I like to look at the changelog to see what's changed. The log for this module always seems to be one change behind, e.g. it ends at 1.029 in the 1.030 release. How about including the changes in 1.030 in the 1.030 package?

My version of release(1) seems to have a bug: it updates the Changes file after it does the `make dist`. I've fixed that so it shouldn't be a problem in the future. As far as I know, this only affected the latest release of Test::Prereq, although it may have affected some other modules that I've released recently.
