Untarring of the distribution file on UNIX gives broken permissions. To chdir int a directory the user need the "x" bit set but it is not set:
% tar xvzf /home/ftp/pub/CPAN/authors/id/B/BC/BCH/Win32-Filenames-0.01.tar.gz
