The current Tk-ToolBar has a symlink in the .tar.gz file, which seems to
cause failure of installation with CPAN.pm on Windows. Probably it's
Archive::Tar's and/or CPAN.pm's fault to not handle symlinks on unsupported
platforms gracefully, but it would be easiest if you just remove the
symlink from the distribution.
