I can confirm this bug. The workaround is to use the Makefile.PL. With 'perl Makefile.PL; make; make test; make install' everything still works fine. I have no idea whose bug this is.

This bug is related to the long enduring broken Build.PL. As some kind of "reality sync" I "fixed" all those related bugs by dropping Build.PL from the distribution.
