In Module::Starter::Simple::Build_PL_guts, please consider adding the following line to the bottom of the build script.
create_makefile_pl => 'traditional',
This makes life much easier for folks with older CPAN and CPANPLUS installations who need to honor PREFIX settings. Details can be found at http://perlmonks.org/index.pl?node_id=458282.
