When you think you might have an out of date mirror, that doesn't help a lot. CPAN::Mini in this case is actually at 0.40, but my mirror thinks that 0.38 is "up to date".
Would be a good idea to change the message slightly to something like
CPAN::Mini is up to date (version 0.38)
or something similar.
