Subject: Support ::Straps subclasses through HARNESS_STRAPS variable
Andy, per our IM conversation. Test::Harness provides no way for users to use their own subclass of ::Straps. This would make it easy for people to implement their own policies for how to determine how to run files. Over IM we agreed that a HARNESS_STRAPS variable should be supported, which should contain the name of a class that implements the ::Straps interface.
