Extracting by table attributes only works if the attribute appears in every table (this is the case in 13_attrib.t where border=x is in all 5 tables).
For instance, if a table attribute is specified in only one table in an HTML file, HTML::TableExtract incorrectly reports that the attribute appeared in every table. The attached file contains modified versions of 13_attrib.t and basic.html that illustrate the problem.
