The POD for Params::Util says:
This program is free software; you can redistribute
it and/or modify it under the same terms as Perl itself.
The full text of the license can be found in the
LICENSE file included with this module.
However, the LICENSE file is not included in the 1.100 release tarball.
Also, the Makefile.PL has (in the META_MERGE section):
license => 'apache_2_0'
which is not the same as the Perl license, though it also has:
LICENSE => 'perl'
in the main section. Maybe the apache_2_0 comes from the bundled inc::latest and Config::AutoConf, I'm not sure on how the tooling works.
