If the availability or the version of make is in question, suggest alternatives in the description. It is pointless to read the rest of the documentation if make is in question. It looks like Module::Build does not need make, so maybe add the following as the first paragraph in the description. I may be wrong, but this is my understanding of what I have read.
B<STOP!> if you do not know if make is available on your system or what version of make is on your system, use L<Module::Build> instead.
