Subject: Encoding not set for -st
https://metacpan.org/source/SHANCOCK/Perl-Tidy-20200619/lib/Perl/Tidy.pm#L221-236 $fh is set to *STDOUT so it will never be equal to '-'. Changing $fh to $filename in these comparisons resolves the issue.
