Subject: Add --sep option
In some non-English countries (Germany, Netherlands, maybe most of continental Europe where the decimal separator is a comma, not a point) CSV files are usually created with a ";" separator. So it would be useful to have a --sep and/or --sep-char option to be able to specify this separator to Text::CSV_XS.

I added --sep-char as well as --quote-char and --escape-char. Will be in next release.
