The build fails on FreeBSD 12 + 13:

...
Looking at install-sh:
$ ls -al _alien/build_zkXs/jpcre2-10.31.03/config/install-sh
-rw-rw-r-- 1 cpansand cpansand 15155 Nov 7 2018 _alien/build_zkXs/jpcre2-10.31.03/config/install-sh
-> The x bits are missing.
This does not happen on Linux or other systems with a GNU coreutils mkdir, because "mkdir -p" is used here instead (which is another question: why is the BSD "mkdir -p" not regarded as good enough by configure?)
