Subject: No formal license declarations
As far as I can tell, there's only one line of code in this entire dist that has any sort of vague license definition:

https://metacpan.org/source/JESSE/Cache-Simple-TimedExpiry-0.27/Makefile.PL#L7

And there's a secondary entry generated from that:

https://metacpan.org/source/JESSE/Cache-Simple-TimedExpiry-0.27/META.yml#L5

But otherwise, the source code itself only indicates that this distribution is entirely copyrighted, and there is no license allowing others to use it.

https://metacpan.org/release/Cache-Simple-TimedExpiry/source/lib/Cache/Simple/TimedExpiry.pm#L170-177

./lib/Cache/Simple/TimedExpiry.pm-172-Jesse Vincent <jesse@bestpractical.com>
./lib/Cache/Simple/TimedExpiry.pm-173-Some of the heavy lifting was designed by Robert Spier <rspier@pobox.com>
./lib/Cache/Simple/TimedExpiry.pm-174-
./lib/Cache/Simple/TimedExpiry.pm:175:Copyright 2004 Jesse Vincent <jesse@bestpractical.com>
./lib/Cache/Simple/TimedExpiry.pm-176-

For whatever reason, debian treat this as "perl 5", but I'm guessing a source audit hasn't been done since 2006...
