Bug #132573 for Cache-Simple-TimedExpiry: No formal license declarations

As far as I can tell, there's only one line of code in this entire dist that has any sort of vague license definition:

But otherwise, the source code itself only indicates that this distribution is entirely copyrighted, and there is no license allowing others to use it.
