Bug #132518 for CGI-Simple: License Inconsitencies

META files for this dist say "perl 5", ( indicating 'Artistic-1 or GPL-1+' ), however, some of  the PM files in this dist say only "The Perl Artistic License", which reduces flexibility, and gives it only a license that FSF consider "non-free" : https://www.gnu.org/licenses/license-list.html#ArtisticLicense
