Subject: Cannot install ABI using cpm or cpanm BUILD.PL is broken

ABI is coming with a Makefile.PL and BUILD.PL but it seems that the BUILD workflow does not install the ABI.pm whereas the Makefile.PL installs it as expected... either we should remove BUILD.PL or fix it More informations from https://github.com/skaji/cpm/issues/171
