You should try to wrap Device::Power::Synaccess::NP05B in the Power::Outlet::NP05B driver name space.
Then you could use all of the power-outlet tools out of the box.
power-outlet NP05B ON addr 192.168.1.100 user admin pass admin
The Power::Outlet::iBoot driver uses IO::Socket directly kind of like your device. So, that might be a good template for your device.
