Subject: HTML::Entities can't handle decode_entities("ē")

In HTML::Entities (Part of HTML-Parser) decode_entities("ē") doesn't work. The same goes for decode_entities("Ē"). Everything else that I've tried has worked. This is for version 3.69 which comes with the latest Perl (5.30.0).
