It seems that Perl has been bundling a version 5.2801 of Pod::Perldoc
with core since 5.27.5.
This version has been identified as an "upgrade" in perldelta, but in
fact disables the Term
formatter under all circumstances. This fork represents a regression -
in particular for users
of Pod::Usage.

Please work and settle your differences with the core developers in a
way that will
not leave users stuck between the two versions, each of which is broken
in some way.
