Warn user if they upload two packages in the same distribution that differ only in case.
It's been fixed now, but we Net-Async-Slack previously included both Net::Async::Slack::Event::ReconnectURL and Net::Async::Slack::Event::ReconnectUrl.
At PTS we agreed that PAUSE shouldn't bother telling the uploader about this, because people don't read their PAUSE emails anyway.
We agreed that a CPANTS warning was the better thing to do.
