Subject: Remove Makefile.PL?
Installing Module::Build within a Makefile.PL is problematic in some situations, e.g. if running a test-only smoker. I think nowadays it's best to remove Makefile.PL completely and rely on modern CPAN installers which may deal with a Build.PL-only distribution.
