Subject: Misidentifies windows systems
The $^O value for windows systems is 'MSWin32', not 'Win32'. The t/win32.t file of course sets it to 'Win32' so the test still passes, but this code will never run on actual Windows systems.

As this is a fairly important distinction for this platform, could this fix be released soonish? thanks very much, and happy Gregorian new year!
